The problem is between the connection of your cellphone and the charger. I think the power has been drained from the battery already that's why it's not turning on.
I have two suggestions:
1. Check the hole in your cellphone where you put in your charger. Maybe, the hole has a problem or any sign of damages.
2. Buy a new charger. Check whether your cellphone works with the charger before buying it just to make sure that it's not your phone which has a problem.
Please remove the charger and take the battery out of the phone for one minute. Whilst the battery and charger are out press and hold the power button for 10 seconds to drain any residual power from the phone.
Replace the battery and charger and after a minute power up again.
If the issue is resolved or if it persists please do let me know.
Are you sure it was fully charged before? Could you see the full battery bars?
It sounds like your AC adapter (the charger) has likely gone bad. The phone battery probably wore down, and when you plugged it into the charger, the charger couldn't charge it, so the battery remained dead.
Since the battery is not charged, you can't turn the phone on at all when it's not connected to the charger. And when you do connect it to the charger and turn it on, you get the intermittent charging because something inside the adapter has a faulty connection -- sometimes it works, sometimes it doesn't.
You can easily verify if the charger is the problem by getting a new charger (they're not too expensive) and seeing if the phone will work and/or charge with the new charger.
If the new charger doesn't fix the problem, post again here and we'll go from there, but I think the new charger will take care of it.

If yes, you might want to try to fix it first yourself by using a knife or something skinny that would fit into the port. The pins inside your charger port must have been shifted (pushed up or down). The plug, once inserted does not go all the way through or is not fully inserted within the port. Use a butter knife (this is what I used) or something flat and skinny that would fit into the port. Then, push it down or up to the middle. Try connecting the plug and check if it's now charging.

This happens when your phone's battery is down. Connect it to the charger and make sure it's charging. Try turning it on after some fifteen minutes of charging.
When my phone is connected to the charger, it says fully charged. But as soon as I disconnect the charger, the battery shows empty. When I connect the phone to the charger, it starts charging but after 10 seconds it says fully charged.
