Where is step 3 ????

First check whether you are able to scan from hp solution center.
then check whether you are able to scan from ms paint.
to check: open paint, click on file-->from scanners and camera.
if it is scanning then proceed to the following steps or else uninstall the software and reinstall it
If the above steps doesnt solve your problem, please uninstall the software and reinstall it.
