Well, you have to reinstall your Operating System.
It is probably a virus that does this and the safest way to get rid of it is to reinstall the Windows.

Here is a link that can help you after the reinstallation process:

Xp freezes on start up

1) Laptop is dirty inside.
Processor overheated, and turned off. (BIOS turned it off)
This is a fail safe feature that is built-in. Keeps the Processor from burning up.

Fault codes have been stored, and will not clear completely until inside of laptop is cleaned, and possibly have to replace Thermal Paste on Processor also.
(Maybe on graphics chipset too. Thermal Pad)

Let's start here.

What is the manufacturer name, and model number of the laptop?
The model number can be found on the Bottom, of the laptop.

In need of restoring to factory settings, (Toshiba Satellite M45). Held down zero, powered on, no beeps occur. The recovery utility never appears. Not listed in All Programs for Hard Disk Utility nor in...

It appears the recovery partition has been removed from your hard disk. You need to obtain a Recovery CD from Toshiba.
OR
If you have a Windows XP Home installation CD then you can use it to reinstall Windows on your Toshiba and the product installation code will be on the Windows label on the bottom of your laptop.

You can download thedevice drivers for your model laptop from the Toshiba WEB site from theirdownload page. Make sure you enter the model of your laptop so you can get thecorrect drivers. You need an antivirus program to be installed after installing your operating system. Do it in safe mode. If problem persists let me know.

Windows Won't Load

Same thing happened to me. Looks like your windows install is damaged. My advice, do a fresh install of windows. You won't lose any of your files, but you will have to reinstall most of your software and drivers.

Cannot start up the laptop

Hi there.
That really quick flash of a blue screen is the blue screen of death and there is a possibility that the error could be memory related.
What you have to do is remove and clean the system memory and the slots the memory goes into.
Take out the battery and the AC power (if attached)
The memory will be located behind a panel underneath the laptop, unscrew the panel unclip the memory, clean the brass contacts and the slots with a clean, dry, soft paintbrush, then reseat the memory making sure it clips into place, replace the memory cover and reboot the laptop, see if it lets you into windows.

Please post back with the results and more help if needed, good luck and thanks for using FixYa!!
