These responses are usually correct, but the M6400 does not have a hole. I have encountered this issue and have found the only way is to reboot the computer and ejecting during POST or shortly after. I think that there is some process that has it locked, probably some Dell bundled software.
On the "door" of the drive ,is there a small hole? if so,this is the manual eject location.Just insert a straightened p-clip and insert>gently< until you feel resistance,and give a bit more pressure. Should do it.

Straighten a paper clip and insert one end into the eject hole at the front of the drive; push firmly until the tray is partially ejected. Then, gently, pull it out.
