Acc to us this is mms service issue .To recive or send picture messages u need to activate mms and take settings for the same from ur service provider then u will be able to downloads picture messages else ask ur service provider for more details regarding mmms .... Gizmo

most likely you need to check with your carrier due to when your friend sends you a ringtone it will go through the phone as a multimedia message (MMS) so for those to work you need 2 things first 1 text messages must work 2 must be able to access net if able to do both of those things then you need to contact service provider to make sure that your MMS is on.
