I am assuming the monitor is not working at all, and it is not a laptop,

if it is plugged in, and is turned on at the monitor & socket.(chec k socket has power with a lamp)
it is one of two things.

  • monitor has died
  • video card has died
  • pc has a problem booting-up so light on monitor stays out or discoloured, this includeds the videop card amongst other things.
if you can, try the monitor out on a friends pc,this will rule in or out if it is the problem,if the monitor works at your friends place ,then it is a pc problem ( does not boot-up) and/or a video card problem.

please rate this suggestion if you think it worthy
good luck
Terry

How would I fix a laptop monitor. it boots up but the screenis very dimly lit like the screen light's burnt out.

You would have to order a new screen. In most cases the screen on a laptop costs about as much as you would expect the laptop to cost, so unless you can find the same model for sale somewhere, and for cheap, it's most likely not worth the trouble. Laptops can be very difficult and tedious to work with, and most times if you're not a trained service professional, more damage than repair takes place.
