Question about Dell Inspiron 1200 Notebook
Enabling TCP/IP ports needs to be done from your firewall. Often (these days) two firewalls are in place. One on the internet router/modem and another on your PC. Example McAfee, Norton, ZoneAlarm, etc. Windows XP and Vista also have built-in firewalls (port blockers). If ports are required to be opened, you need to configure it on your internet router/modem and also on your software firewall (as the case might be).
Each internet router/modem and software firewall have specific ways to configure ports so you have to look up the vendors steps or reply with more info and will respond at best effort.
