Question about Refrigerators
Fridge not working - Freezer appears to be working.
Siemens about 7 1/2 years old.
No noise off motor although motor was hot when checked.

SOURCE: loud noise from the freezer side
The problem is a buildup of ice on the plastic housing (the curved plastic bit) in the back of the freezer under the fixed shelf where the icetub goes. The fan behind this plastic housing is hitting the ice when the defrost comes on.
Unplug the fridge, unpack the freezer, remove the four screws in the back, take off the sheetmetal backing and let the fridge thaw. You can remove the plastic piece after a while and get the ice off (be careful not to remove the styrofoam insulation by going too quickly).
Reassemble and you're back in business, for a few months. I'm never buying Samsung again myself.

Thre is a fan inside the freezer which circulates the cold air around both the fridge and the freezer compartments.
You should be able to feel cold air blowing around the inside, particularly at the top of the freezer.
If the defrost thermostat fails open, the internal fan (depending on freezer) will stop and this can be the cause of the freezer being warm at the top and no ice.
You say the bottom of the freezer is blowing cold, but are you sure its blowing, as it can feel like a cold blow. Of course the fan could have failed or may be the defrost heater itself.

Check to see if the fan the blows cold air from the freezer compartment to the refrig is (a) not blocked in either the freezer or refrig, or (b) not working at all. Replacement of the fan is likely very inexpensive - cheap parts, and a possible DIY if you can use a screwdriver and read an exploded view in the on line parts manual for your model.

Dont know about the noise prob. but I can help with the over heating cabinet. Your condensing coil is dirty and needs cleaned. it is located under your refrigerator or behind the back panel. You should use a brush and vac. it out. Air must travel through the tubing freely in order to cool properly. It should be easy to find following the tubes coming out of your compressor.
