My phone is doing the same thing and i have a slvr  so, i think that slvrs are just crappy phones thats why Motorola recently discontinued the production of them.

I think you should contact your mobile service provider or go into their outlet and have them resolved the issue for you.

Everytime I turn my phone on it says "Please Insert Sim Card" and the sim is already in there. I tried taking it out and putting it back in but it says the same thing.

It may be due to network lock,
you can unlock it and switch over to another network , you can get unlock codes here http://www.wickedunlock.com/motorola-l7-slvr/rs11wp9/
you need to specify the country and network provider

I cannot connect the web in my phone

make sure that you have subscribe for the wap service from your service provider. If Yes then ask them to give configuration setting for your L7. they will send it through SMS. store it as "default" . Now open your "Browser "

Aircel gprs not connected

Call you Aircel customer care and ask them to send the GPRS settings.
Once you receive the GPRS settings store it.
Now go to Menu->Browser->Web Session->Aircel or Aircel Live.
Now switch off and switch on your mobile.
Now you can browse from your device W230
