Hello! My GE 27GT270 is several years old. The TV set was not mine to begin with, but I received it from my sister. I noticed that the TV has vertical color tearing, and the brightness not being high enough. According to another site, this tends to be a capacitor problem. Any ideas on how I could possibly fix this? Or, at least give your opinion on how much repair costs will be? I want to make this TV last until it finally blows.

Hello There are so many ways to unlock the parential lock to GE TV sets. All cannot be typed here. If you send your email address to me by Fixya Comment box, I'll send that proceedings to you by return mail. OK.
A capacitor in the vertical circuit is taking time to build up a charge, and allow the vertical circuit to function properly. If you can get a schematic, you might be able to find it and change it out. It will be an electrolytic capacitor, shaped like a round barrel, and they are inexpensive, but you have to disassemble the whole unit to get them changed out.
I would live with it, unless you're very adept at electronics.
I could work for years like this, until it finally gives out.

I would be concerned with the vertical IC. This IC has pins that have separated from the board itself. You will note the area under the vertical IC is almost black. It will do no good to resolder this. You will need to replace the vertical IC with a new one. And be sure to replace those electrolytic capacitors near and next to the vertical IC. Bad grounds on the this IC will cause your TV to shut down. Also inspect the rest of the TV board. In some cases the retrace cap will always need resoldered! But please inspect all areas of this board for bad grounds and resolder as necessary! Good solid grounds will give you a dependable set. Thanks for asking and show a few hands of support!
thir is somecondensers on the tv needs to be changed especialy on pwer supply and vertical circuit it is easy fault but needs technication,,,but first be sure thir is no floresent lamp common with the same supply of the set
you have a shorted green CRT that is affecting the other crts the short is internat to the crt that leaves what is called retrace lines. if the set is more than three years old then replace all three guns.
