Question about Televison & Video
Tv picture is shaking up and down about 1/8 inch is this something that can be fixed
A shaking picture is probably bad solder joints on the PCB.
Reflowing any dried or cracked joints with some new solder may solve the problem. As for a service manual, if one is available we would need to know the model number of the set to find one for you.

Tips for a great answer:
Oct 30, 2010 | Sanyo DS31520 31" TV
Nov 25, 2009 | Sony FD Trinitron WEGA KV-32FS120 32" TV
May 14, 2009 | iLO IWT3206 TV
Mar 25, 2009 | Philips 20PT6441 20" TV
Dec 27, 2007 | Sanyo DS27910 27" TV
Not familiar with your actual model.
But a comon problem with older Tosh sets is the 2.2uf electrolytic caps from memory they are usually red there is 1 next to frame Ic & the second is near Psu.
Allso check frame o/p IC for dry solder joints this is easy to test for.
Tap the tv while it is on if the the frame suddenly pop to full size picture you know its dry joints so resolder frame IC.
