A shaking picture is probably bad solder joints on the PCB.
Reflowing any dried or cracked joints with some new solder may solve the problem. As for a service manual, if one is available we would need to know the model number of the set to find one for you.

TV: Sanyo 21 inch tube (about 10 years old) When TV powered on. When I try to manually or using remote bring picture on (i.e. by prg up or down), the power on indicator light starts flashing and nothing...

You have a power supply problem.
The microprocessor has its own supply and is not receiving a "hand shake" from the line output stage that in turn is not receiving and power from the power supply.
The chopper transistor will possibly be short circuit taking the feed resistor with it.
Check for dry joints everywhere and MAKE CERTAIN THE HT CAPACITOR HAS DISCHARGED!!!!!
Hope this helps.

Blue light on top center of TV picture

It sounds like it needs the Optical Block replaced. It can be fixed but it will be expensive and a good bit of a tear down to replace. Cost wise $600.00 or so for the part. Sony has had a lot of issues with these Optical Blocks and you may want to call them to see if it qualifies for a recall repair.
Their Customer # is 1800-222-SONY
I hope this helps,

To me, sounds like a picture tube issue. horizontal / vertical controls don't fix it. then its dead.

3 inches missing on both sides

Sounds like it is a widescreen TV stuck in standard view mode. Should have a menu option called widescreen or movie format.
Do you see the whole picture squeezed down or is it actually cutting off the sides of it?

Sanyo TV stretches outwards and shakes

If the picture is closing (top to bottom) and goes back to normal when you hit it you probably have a bad solder connection on IC501 (location number) the vertical deflection IC on a metal heat sink. If you mean outwards as in side to side as it looks in the picture, I don't know specifically where to solder but get a magnifying glass and look for suspected bad solder connections. Look for the word width if it is there. It is good that you a confident in soldering.

Standard CRT Toshiba TV - 4inch tall picture in middle of screen...

Hi,

Not familiar with your actual model.

But a comon problem with older Tosh sets is the 2.2uf electrolytic caps from memory they are usually red there is 1 next to frame Ic & the second is near Psu.

Allso check frame o/p IC for dry solder joints this is easy to test for.

Tap the tv while it is on if the the frame suddenly pop to full size picture you know its dry joints so resolder frame IC.
