Moniter screen looks like a paint by number picture and i cant seem to connect to my ethernet cable modem-NOT the one im using now but another one ive got.
Your video card may be going bad. If it's not a laptop check to make
sure the fan on the video card is functioning and properly cooling.
Try blowing cool air on the video card and see if the picture improves.
You cable modem may have a reset, look for a small hole on the back or bottom and use a paperclip to press and hold the reset button for 10 seconds. This will reset the unit to factory defaults.

Is your videocard onboard?? if its is, well theres something wrong with your motherboard especially on the video side, but if its not onboard, well try to check your videocard (its driver).
a general cleaning of your pc will do, and try to use an eraser to clean the pins of the videocard.
also check your monitor, if you have a spare pc, try to use that monitor and check if its ok.
as for your ethernet cable modem, try to check if your modem works properly (like power). and install the proper drivers for the modem.

Tips for a great answer:
try uninstalling a few unnecessary programs also scroll to the bottom of your screen toolbar right click select task manager applications & processes you will see what is running if you see something you dont need running select end now
Test all leads that attach to your hard drive including electrical extensions,IDE,SATA
the leads from your "((MOTHERBOARD TO YOUR HARD DRIVE))" make sure they have a secure connection and are not faulty or just replace them they could be faulty
make sure all leads that are attached to your drives dvd\cd 3 1/2 inch floppy have secure connections and are not faulty even the electrical extensions or just replace them they could be faulty a computer needs its connections to continue its cycle and have an end so any faulty leads will end up with a computer error even something as small as a faulty electrical extension or fan lead can cause you problems
if your computer came with a motherboard disc the drivers could be on it
click start control panel administrive tools ,computer management device manager look through all of your devices if you see a yellow question exclamation mark ? ! or red X right click to reinstall drivers hope this helps
