It is most likely that there maybe something blocking the drain. Check the pump and make sure there is nothing inside it preventing the water from draining properly

Washing machine wont hold water on any setting

raise the main drain hose to the top of the back control head. there may be a problem with the main hose being to low and the water is gravity siphoning out of the washer.make sure the washer is off when you lift the hose up but do not remove it from the wall,you should here water drain out once it has stopped draining restart you machine and it should fill to the proper level and quit then go into your wash cycle

Your drain is to low. Make sure that the drain that your discharge hose is going into is at least as high as the washer. If not the water will drain out as fast as you can fill it.

Water siphoning out the drain line
If the water is continues to fill and water is draining while it is filling or agitating, Check the height of the stand pipe. It should be about 36" above the floor. If the height is correct it may need to have an anti-siphoning valve installed into the drain line.

Whirlpool Quiet Partner 2

More likely: the solenoid which directs the water to either the drain or the spray arm is clogged/jammed. Located underneath near the drain line.
