Dualit combi toaster doesn't work

My dualit combi toaster (2 slice plus sandwich toaster) has stopped working. None of the elements seem burnt or broken, the wires are all continuous but the wire on one of the elements has bulged away from the plastic plate in 2 places. Is this enough to make the whole toster stop working? Do I just need to replace this element or do I need to take it in for a repair/service?
