Sounds like the wires connecting your control panel to the individual heating elements have either shorted out or been disconnected. Try taking off the control panel board and testing the connections (the four on the sides of the circuit board in the middle, and the two five pin and one three pin connector on the mainboard). If they are good, then your problem lies in the control board itself and will require a replacement from Whirlpool. Depending on if you have the touch sensor board or a push switch, it can run upwards of a few hundred bucks.

I have an old GE P7 stove with double oven The clock and outlet to plug in toaster oven stopped working.

A Toaster Oven is far to BIG a draw in amps for that plug and will have almost certainly melted a fuse if it has one. I have an early 1970's GE and there is a fuse panel behind the burners and below the clock and dials. The outlet is to plug in whisks and stick blenders only, mine sparks and arcs if I put a kettle in it.

If you have power to the stove as in the oven light works and the clock works but the burners and oven will not work you only have 120 volts coming to the stove. The stove requires 240 volts for the burners and oven to work. Check the service panel for a blown fuse. There will be 2 fuses in the fuse holder. One of them is blown. If that is not the case then one of the wires has come loose either in the service panel or in the outlet behind the stove. Use a multimeter to check the input voltage at the outlet.

Burner Igniter will not Spark

No, actually each knob has its own switch and any knob will energize the spark module which sparks at all burners. So, just replace the defective switch which slides over the shaft of the gas valve. Careful! unplug the unit, these are 120 volt switches. Good luck.

The most common reason a gas oven won't heat is a bad igniter. It is located near the valve and burner under the oven bottom. You can usually see it glow orange just before the fire lights. Most GE ranges take a cylindrical igniter part #WB2X9154 or #WB13K21 rectangular igniter.
