I don't exactly know what you mean so i will cover all the basics. The fill valve sends fills water in 2 locations. 1) the fill valve fills at the low end (from the bottom to the top) of the tank. This is the flush water level. It needs to be stopped by a float switch before the water overflows into the over flow tube.
2) the fill valve fills water via a small tube at the top of it which this tube NEEDS to be pointed into the overflow tube with a high arch. THIS water is filling your toilet bowl section to proper flushing height. If your water in your bowl does not reach proper height and someone removes this tube to aim it into the tank where the other water is stored, THEN you may have the problems you described and you will need to do several flushes to remove waste.
SO to reiterate 1) make sure your float cuts off and stops the filling cycle before the water flows into the over flow tube. This is done from 1 or 2 adjustment screws. and 2) make sure the small black tube is aimed down into the over flow tube with a good arch. The arch prevents back siphon.

Dual flush toilet fills slowly. The fill valve is pushing water cistern seems ok. The fill hose shoots water down overflow tube this is the design. If hose placed tank it fills no problem.

check /replace the small rubber washer at the end of the fill tube as they tend to grow with age and reduce the flow of water past the inlet

From the sound of your description. It could be the fill tube has come loose from the overflow tube or the ballcock valve has a bad gasket and may need to be replaced. I hope this helps.

Hose in tank it has a clip to secure it to a fill tube in center of tank to let water fill down tube . If it is just stuck down in it or loose it has to much pressure and will spray every where.

BRand new elongated Cimarron shoots water out of bowl durng flush

Is the fill line in the tank loose? Does it just shoot water into the tank itself? I had this issue until I realized the while fill tube is supposed to be pushed into the black cylinder/small plastic tube in the middle of the stopper assembly. After i pushed the line into the tube, the bowl would always only fill a little bit. Now it fills almost a 3rd of the way up the bowl and doesn't bubble during flushes.

My dual flush toilet fills up slowly how do i fix

Lift the tank lid off, place it somewhere safe for a moment, and look at what happens: If you're talking about jiggling the handle to get the tank to start to fill with water, then it sounds like the chain or rope is out of adjustment. It can't be TOO TIGHT or the water will leak past your flapper (will cause your dripping noise, tank water level will leak down, causing constant refills), and it cant be TOO LOOSE or the toilet won't flush correctly. Since you didn't mention trouble flushing the toilet, I think that it may be a little too TIGHT. When you jiggle the flush lever-it is supposed to pull a chain or cable to open the flapper at the bottom of the tank. Flush the tank and watch what happens-all the way through to refilling the tank with water and shutting off the water refill valve-Does the flapper get stuck on the chain or something? It is supposed to fall back down to allow the tank to refill after flushing out your toilet. Does the chain look very loose? The dripping sound you described indicates that the flapper is not sealing 100%. The flapper is very easy to replace, you just have to get the adjustment set for when you flush the toilet how sensitive you need it. You amy have to play with it a little bit before you get the adjustment correct.

Water shoots out when i flush

either your fill tube came out of the tube in the center that the flapper is connected to or the fill valve wore out.Usually this happens when the little plastic or rubber hose coming off the fill valve comes out of the over flow if you secure it to the center tube so the water goes down it you'll have a dry floor and better working toilet

In the tank, when I flush, water comes shooting out of the black plastic thing, about 2 feet high! How can I make this stop so it flushes properly again? (its an eljer 2001)

is the black thing between the the tank and the bowl?
if so, go to any of the home center or plumping store for the seal.
shunt off the water and unbolt the 3 bolts that holds the tank to the bowl from the buttom. you may need a flat screw driver to help hold the bolts. pull up the tank slowly, and lay it on the side, replace the seal, reseat the tank on to the bowl and tighten the bolts. make sure all bolts are equal pressure and the tank is level.

Cimmaron one piece elongated doesn't have enough water in BOWL.

Make a small mark with a pencil or marker that can be erased of were your water line is in your bowl. Pour some water from a bucket into the bowl SLOWLY and see if the water line rises or drops back down to your original mark. If it drop back to the original mark, then that is the way the toilet was made. You won't be able to do anything about it. If it rises and stays at a higher level, then you have a problem with the fill tube in the tank. You will need to call a Pro!
