When the AC adapter is connected the laptop runs slower than its only connected to its battery, what is the solution for this problem?

Hi

You need to look into your power options, it should be set up to run in low power mode which will use less CPU, screen power etc when running on batt and full mode when running with power. Its prob these setting that are messed up

Not charging

Sounds like the ID chip in the battery pack has gone bad. This is a common issue with dells.. Otherwise your looking at the sensing circuit of the motherboard. If you know someone else with the same power supply as you try there power supply and see if it works.. If you continue with the same issue then contact the reseller and look into warranty repairs.

Certain models talk to a chip in the adapter, sounds like this one has gone bad. At this point you can live with, buy a new one or pick up a used. This is a fairly popular model and you should be able to locate one from a dead laptop.

Do not use that adapter....it is bad, go out and get one that is putting out the correct voltage. It is running slower and uncorrectly because it is no longer getting the correct and consistant voltage that it needs. If you continue to use that particular adapter, you will fry your motherboard and have to replace both. Spend the bucks and get a correct one, look on the bottom of the computer and it will tell you the correct voltage the unit runs at.
