What make and model of TV is this? If its a LCD tv thats more then a few years old chances are its the very common problem of failing capacitors in the power supply. That will usually cause the issue your describing. I have rebuilt dozens of tv power supplies now, the term commonly referred to now is re-capping the power supply. The capacitors become leaky and the voltages go out of tolerance and the tv will no longer turn on. If you can find someone to take it apart and check the power supply board inside that would be your best bet, otherwise its time for a new tv otherwise. There is no simple fix other then repair unfortunately.
I have had the same problem off and on with my 47LG70 for months. When the "popping" noise happens, the blue light in the corner stays on, so I know the tv is still on (sometimes I still have sound, sometimes I don't). Sometimes the screen goes black, but other times it is blue. If I turn the tv off then on again, it might stay on for seconds, minutes or hours. It's been very frustrating.
This seemed to happen right after I got my new Comcast box, which came with an HDMI 1.3 cable. I read somewhere online that this tv might not be compatible with that cable, so I unplugged it and am using component cables again. I just did this today, so I don't know if it will work, but so far the tv has been on for 30 minutes with no problems.
I'm pretty ignorant about HDMI compared to component cables. I imagine I will not get as good a picture with the component cables, but I am willing to sacrifice quality if I can just get the darn thing to work. Mine is also only 18 months old.

Kindly disconnect the monitor from the computer and power it on , if the screen is still blurry on the self test feature check , the monitor is bad.

If the monitor is making the noise , the monitor circuit baord has gone bad.
If you have purchased the monitor on a seprate order from dell it would be covered under 3 yr warranty. If the same has been bought with the Dell computer , it would hold the computer warranty. would request you call the manufacturer.
Before you call Dell , you can try the following things
1. Disconnect call cables from the back of the montior
2. Press the power button a couple of times in the front of the monitor to drain any resident charge
3. Reconnect the power cable
4. check if you see the monitor self test running and if the noise is still there with there
This is a problem I have seen with a few LG monitors.
Your Inverter circuit is fine (that powers the lights to your screen so you can see the image on the LCD panel) but the monitor does not like having a video signal attached to it.
Bad capacitors on the power board can upset the current going to the controller board. This board included the video input circuit and the power supply needs to be stable for this to operate.
The controller IC that translates the video signal into what the LCD panel controller can understand is failing. Normally this fault occurs in the horizontal and vertical input of the IC. The fact you can see the other message on screen is due to it going through it's own internal and seperate section of the IC. In this case the only repair option is to replace the internal video board. Sony will not supply the parts directly to the public, but if you are really nice, they "may" tell you where to get one externally to Sony.
