Got the monitor apart finally. The front bezel is snapped in place comes off first. Start at bottom and release 4 catches thru cooling vents, then work up sides with thin putty knife to release 4 detents on each side then do same for top and its 5 catches. Then the LCD is screwed to the rear plastic case.

I just changed my tower and now my hp pavilion is going to sleep

I assume you have already try with other PC with the same result. You may have bad solder joints on the four inductors in the inverter circuits. Service manual: http://www.eserviceinfo.com/downloadsm/40333/HP_F1703.html

My hp f1703 monitor just turns off on it's own.

Common failure in this monitor is the poor soldering works on the doughnut (4) shape inductors in the inverter board, http://www.lesliewong.us/blog/2005/05/02/hp-pavilion-f1703-flat-panel-display-blackout-solution/

It sounds like you need to use your "DeGausse" button to reset the magnetics in the screen.
