Got Maestro 3100 Europe for Christmas. Unlocked Great Britain and Ireland maps, then paid 50 Euroes on Magellan website to receive code to unlock the rest of europe.
The unit now takes ages to go off the initial blue "warning" page and then goes straight to map. It actively tells you where you are but will not respond to any screen taps. No route can be programmed in and no other page can be opened. I have tried resetting several times. After a fraught trip to Europe, the unit is well charged.

im in the same boat, i need the germany code, the gps comes with 7 pre loaded maps but you only get to choose 1 (i chose uk) you have to buy codes to unlock the others if you need them, but there is nowhere to buy the codes and the website and customer service are both usless.
Yes that model does have maps for Great Britain and the Republic of Ireland. As long as it's a newer model you are good to go (which it sounds like it is).
The easiest way to check would be to put in an address in Ireland as the destination. If it gives you an error saying not found then it's a safe bet that it does not include a map of Ireland, if it says impossible to navigate from here then you know it does see the destination, and knows that you can't possible get there by land from where you are.
charge it up for a few hours, then take it outside and start
your 3100, then get a paper clip and depress the reset on the left side
near the bottom of your 3100 to reset it and let it restart, then wait
for a while (could take up to 30 minutes after a reset) and let it
acquire/lock on to the satellites. that
should fix it, but if it doesnt, let me know and ill tell you what to do
buy a 1 gig memory card then use the dvd you got with it and pull uk and ireland maps on to that little chip. i cant figure out how too get it from the chip to the nav but it works fine if you leave the chip in there
You can try a hard reset. Hold in the reset button (left side of unit, use a pin or toothpick), while turning on the unit. If you don't get the blue Magellan screen, you'll have to try again. If you get a screen with a blue background and a menu, turn it off and try again. So far, this has fixed: 1. unit won't go on 2. unit reboots when routing 3. unit turns off after a few seconds
At least, it's fixed it for me. No idea why this happens, but it's pretty damn annoying. Give it a try.
