No, they're not all water-resistant, and yours certainly isn't (read the Amazon details).
I strongly suspect that the top and bottom buttons along with the 2 sub-dials are there for decoration only. I bet that if you examine the hands on the sub-dials carefully, you'll find they're glued on.
As for a manual - you don't need one, you set the watch like any other modern 3-hand quartz watch.
If you have registered your watch with the maker, then it is bes to send it to them (talk to them about it first- go to Boluva.com and look for service centers).
The seller would probably just send it off anyway and increase the delay time to gettingit back.
All work should be done by one of their service centers or an authorised dealer, in order that the warranty is not affected.
With a cheap watch the answer would be to remove the back and put it in a warm dry place for a day or so but as yours is not in that catagory, I would not advise any DIY methods.
I know its' a pain to loose your watch for a time but only accredited service agents can guarantee the water resistance it a watch is opened.

The Activa web site has no offering for instructions but it says that they are part of the Invicta group. You could try the instructions on the Invicta web site.
To obtain these go to "Invicta.com", put the cursor over "collections" and click on "instruction manual".
On the next page click on the link below the Invicta logo and a set of instrucitons appear.
This set is rather a long one that covers all the watches that Invicta make, so you may have to search for a while to find one that looks like yours.
If there is no time displayed the watch is just dead. You can try a new battery or just get a new watch.
If you can't seem to set the time: Press and hold Mode until it flashes a time and the letter A . This is how you set the alarm. Press mode again and you can set the time. start stop button moves between seconds, min., hrs, and days. reset changes the value.
Water resistant does not mean water proof. You should never wear this watch while bathing, swimming or in sauna. Any watchmaker will be able to remove any condensation and dry out your watch - no matter you are in the U.S.A. or Romania. Find your nearest watch repair shop and ask for help.
