So, this seems to be a problem with many phones, but I'm living here in Tijuana, Mexico where it's so close to the border that I can walk one block and touch American soil... (or is it **-man's-land? - well, the border fence anyway).
In either case, it has been **ted that often the American cell phones can pickup American service and thus allow that person to call their American friends free of international service charges. This is true for many of my friends that come and visit from the U.S., however some of them did **t have that ability. I used to be one of the lucky ones who could pickup American service up to 10 miles in, however when my Sony Ericsson z525's screen when out (as they often do) and I got it replaced, my new SE z525 is acting the exact opposite and making me use Mexican Service up to 10 miles into America. This is baffling (and expensive), even though I seen it happen with several of my friend's phones that were of the exact same model picking up different services.
My question is this: is this happening b/c of the phone's programming, and/or is there a way to set the phone's priority for picking up a particular service provider? Any insight will help, I might just turn this phone in and have it replaced and chance that the next phone will behave better.
It is probably the way the phone is set-up, it's grabbing the strongest signal, even though a "home" tower is in range. Adjusting network preferences in your phone may help, but I have ** idea how/if it will work on your phone. try howardforums.com for more info, is the best suggestion I have.

So, either the problem was "temporary", or the electronic "bridge" between your network and the network on which that site resides is broken.
Compare to driving from Tijuana (Mexico) to San Diego (California, USA).
If the International Border is closed, then you cannot drive to San Diego.
However, if you are in Los Angeles (California, USA), you can drive to San Diego,
because you do not need to use that part of the highway near the International Border'
the status of that "bridge" does not matter, if you are in Los Angeles.

However, I have found a couple of places in Mexico which do service on computers and electronics.
the first is SEL..Tijuana, Mexico: Sony de Tijuana Este: Sony Centro de Manufactura de Mexico; S.A. de C.V. The next is Nuevo, Laredo, Mexico: Sony Nuevo Laredo (SNL); S.A. de C.V.
The next is Mexicali, Mexico: Sony de Mexicali I hope one of these places can help you. I couldn't find their phone numbers right off hand, or I would give them to you as well.
Similar problem was solved by transporting the wrong TV some tens of kilemeters by a car :-) Maybe there was some junction error inside, or a longer power-off state was needed to fix the problem?!
