I am using a sonnet encore g4 upgrade on a g3 blue & white apple tower. I boot the machine and sometimes the screen won't show up, but I can hear the machine starting. Sometimes I can reboot and it is ok. And sometimes I have to reboot MANY times.

Remove the Power Cord, Open the Case and make sure you have the LAN Card pushed down in the pci slot all the way. If it is not in the slot all the way, the computer will have problems.
I'm assuming you replaced your old network card with this Encore card because the old one which is built onto the motherboard stopped working, right? If not, remove the Encore Card and reboot to see if your system boots up. If it does, and when you put the Encore card back in all the way it still does not boot, then maybe you bought a card that is not compatible with your system. Maybe you bought a VGA type card and you might need a AGP type or vice versa.
Go to the Logitech site to find out. If you don't like the answer, search sourceforge for programs for Mac OS X (whichever one you have, though you can of course boot other stuff on that machine) about Cameras or digicams to find out about alternative digicam drivers. You could even search on MacWorld.com. You slacker! This isn't about things being broken so much as you not having read any manual or guides at all.
