SOURCE: How do you know when the lakewood 7101 needs more

Your heater is sealed and never needs any more oil than already is there. In the unlikely event when the oil leaks out - replace the whole heater.

The power cord goes the switch terminal 1 and 3.
Terminal 2 must be the opposite of terminal 1, such that when switched on, 1 & 2 connects. Terminal 4 must be the opposite of terminal 3, such that 3 & 4 connects.
Under this setup, you may connect red to terminal 2
and black to terminal 4.
Be sure of the 1 & 2 pair, as well as the 3 & 4 pair.
then, connect the red and black wires.
Hope this will help you.

On my oil heater the lights come on the switch but it will not heat . Can I buy another switch ? Model 7096 Heater Listed 234R

If the switch has changed its color means it did burn out at one of the terminals. Yes, you can buy a new switch.
But if this is not the problem it can be that the thermostat is not working.
There are thermostats available.
But if the thermostat and the siwtch are not the problem it may be that the junction with the electrical resistance is burned up. This can also be replaced.
All items I found in Mexico City.
I do not think it is economically feasible to acquire the parts and replace them. Chinese made appliances or spare parts are not to be found for a good price and still are not reliable. Buying a new one is the solution, perhaps.

My oil-filled elctric radiator heater doesnt warms up do you know why?

It could be the thermostat switch is bad,or the elements in the oil heater are burned out.

May be safer to return the heater if it is new. You would not want to risk a short and/or electrical fire.
