The cushions was taken off because it needed to be washed, now they cannot figure how to make sure the straps are right.

What type of chair? The answer may depend on the type of chair. For dining table chairs you can add tie straps or straps with Velcro.
For upholstered chairs i use loops with D rings sewn into the back of the cushions that can be clipped to the frame of the chair.
Velcro can work as well with upholstered chairs but placement can be a problem if you are able to flip the cushions. The Velcro need to be on the back of the cushions so it's not visible.

There is normally a splitter in the back, a metal piece with two hooks that is attachted to the adjustment strap. the sholder straps latch onto this. You may have solved this problem already, but I had a similiar situation. If you can remove the round hard plastic fasteners that the straps pass through, it really is not too difficult to take the pad off. They are just clips that push against the hard plastic back of the seat to hold the straps in place. To remove them, I just took a flat head screw driver and placed it against the long side of the fastener and pushed up and toward the center of the fastener. I did this for both sides of the fastener and it popped right out. The straps then just unhook from the back and thread through to the front. Make sure to note how the straps are placed so that they can be replaced correctly. The pad washed up very nicely for me. I used warm water and regular detergent. I let it dry in the sun. The rear seats have a pull strap located between the bottom cushion and the backrest of the rear seats used to disengage a lock to lift up the bottom cushion. The pull straps will only stick out an inch or so, or they might have fallen down between the seats and then you wont see them. Before you can lower the backrest of the rear seats, the bottom cushions have to be lifted up and forward out of the way so that the backrest may lie down flat. If your pull straps are not visible between the bottom cushion and the backrest, you may have to stick your hand between the cushions and feel for the straps. Once you find the straps, pull upward on the while lifting on the bottom cushion where the pull strap is located and the seat should tilt forward. Once you have manged to do this, the lever for the backrest is located on the top of the backrest. Just slide the lever and tilt the backrest to the desired position.

1. Remove the cover on the back upright (8 phillips screws).
2. Remove the white plastic clips that retain the brass clip holding the shoulder straps in place.
3. Pull the brass clips away slightly, then, turn them and push through the slot where the shoulder straps go through to the front of the car seat.
4. Pull the straps through the lower seat cushion slots.
5. Wash and reverse steps above to put back together.

I still had my manual and it said to unscrew the back; and you do have to take out the top of the straps to get the pad off. I just did this last weekend and then re-install everything. It worked great! The only problem I found was that when the pad is washed, the pad backing gets caught in the velcro and needs to be removed.
