Newly installed dishwasher will not

Newly installed dishwasher will not fill with water. Runs through cycle with no water. Have checked water supply, it is on, when it runs the normal and heated dry light keep flashing and when I pull the power line it does not reset.

Look for a styrofoam spacer under the float switch (the mushroom shaped thing in the bottom.)
