I would clean the lenses with alcohol and q-tips before i try to change an IC chip. My RCA had the same problem. I tried to use the auto convergence and the picture was out alignment. I took off the button bar by taking off the speaker cover and taking out about seven screws (7/64" allen key type) 3 in the front and 4 in the back. Let the power bar hang. You should be able to get to the lenses. Turn the power on and clean them so you can tell when there is no more streaks.
If that doesn't help maybe your convergence IC is bad. If you have to ask if you can replace it yourself you probably shouldn't try it. It take special tools and some practice to solder IC chips. Good Luck.

Replace the defective Convergence Output IC Part Number (STK392-110. When Convergence Output failure is
detected, it’s recommended that both IC’s be changed.

Convergance problem on lower half of screen.smeared red and orange double vision,but only on bottom ofscreen.top appears out of focus,but not double visioned.

The TV has a convergence problem; the IC’s for that circuit will need to be replaced. The part(below) Number is from Toshiba, they provide good advice on replacement parts. Make sure what type of IC's your TV uses first. The cost for this repair runs around $450.00 or more.

Replace the defective Convergence Output IC Part Number
23905094 (STK392-110) using the revised “T” version IC Part Number
23135090 (STK392-110T). When Convergence Output failure is
detected, it’s recommended that both IC’s be changed to the “T” type IC
version. Inspect the Convergence Output IC’s for the “T” type version as
shown in Figure 2. Replace the Convergence Output IC’s using the “T”
type version Part Number 23135090 (STK392-110T).

How do i fix my toshiba flat screen 57" tv when it looks like it is 3d

It sounds like the convergence IC's have failed.
Replace the defective Convergence Output IC Part Number 23905094 (STK392-110) using the revised “T” version IC Part Number 23135090 (STK392-110T). When Convergence Output failure is detected, it’s recommended that both IC’s be changed to the “T” type IC version. Inspect the Convergence Output IC’s for the “T” type version.
