Ok... my laptop worked fine for a while... it came with windows ME but a while ago i put xp on it... then not to long ago it starts where it says compaq and then it goes to a blank screenand i hit F10 and it brings me to the setup screen and it has the date and time correct so im not sure what it could be. any suggestions?

restart the laptop press F8 it will open to boot the laptop through various process like safe mode , last good known ..... select the last good known option and press enter .... it will boot the laptop with last setting
if this one not working then go for reinstall of xp ...for reinstall xp

At the Welcome to Setup screen, press ENTER to
start Windows XP Setup.
Read the Microsoft Software License Terms, and then press F8.
Follow the instructions on the screen to select and format a partition where
you want to install Windows XP.
Follow the instructions on the screen to complete the Windows XP Setup.
If you don't see the message on start up "Press any key to boot from cd" Then you need to change the boot order.
Start the PC and hit delete a number of times. This will take you into the bios screen. (Set up screen)
You will have a tab called "Boot Priority" or "Boot order". Make sure that CD/DVD drive has 1st priority. Save & exit & your done. Upon restart if you have a disc in the drive you will get the option to press any key to boot from CD/DVD. By default, most motherboards are set to boot from floppy & then Hard drive so in most cases you will need to enter setup & change the boot order.
It's not booting to the OS I take it. THen you need to do a recovery it you have one. First try F8 key when you turn laptop on try safe mode see if that boots. If it does restart F8 again try last know see if that one work that would be your last start up backup if that works you should be ok. If not then go to setup do boot from CD install your Windows CD restart your laptop and try doing a windows repair if that does not work then you will have to do a complete reinstall.

You need to download and burn the files on a CD or put on a Pin drive.
After installing windows XP, you will need to install all the XP drivers for that model.
Go to the manufacturers website, download all the chipset, bios,audio,network drivers, and video drivers they have for XP and Install them after installing windows XP.
Installing XP requires you to boot from the install CD, partition the Hard drive in the windows install. Then install, It will reboot after it finishes and restart, go into more installing and when its done, you should be able to go into windows wher you are going to start installing all those drivers.
Start with the Mother board chipsets and then the video , the audio and network.
After you get all those, run windows updates to get everything up to date. Then you can start installing other software like MS office and whatever else.
