Impossible to say without knowing what's caused the light to illuminate. It could just be a warning of a failed lambda probe (oxygen sensor).

Take the car to a few different places and see what they claim is wrong, don't tell them what others have said.

I see what your sayin, for annual inspection YES ! after that, between you and me, on the down low, I would remove them, put straight pipes in there place, no restriction , engine will breathe better, etc., but come inspection time, you need them.

My 2002 jaguar x type 2.1 is slow to pick up speed I've changed the spark plugs the coils the O2 sensor checked for air leaks and it's still the same I've been told it could be the catalytic...

There are many things that could cause that problem but yes the catalytic converter can cause that as well as the muffler or resonator if the car has one. A few ways that you can test that is;
*place a vacuum gage on the intake manifold, start the engine and raise the rpm about 2000 rpm while noticing the engine vacuum. If the engine vacuum starts to drops, the exhaust more than likely has a restriction (could be catylytic converter/muffler/resonator).
* take the exhaust loose before the catalytic converter and drive the car to see if it has power again even though it may be noisy.
If the exhaust system is rusty, there is a good chance that the problem is in the exhaust system. If the exhaust system is not noisy or leaking try puttin your hand over the rear exhaust pipe to stop the exhaust from exiting; there should be a fairly strong push against the hand if the exhaust has no restriction and if it is restricted the push against your hand will be very light or minimum which could indicates an exhaust restriction.

The catalytic converter on your Lebaron is the section of pipe attached to the exhaust manifold. The converter its self is running at about a 45 degree angle up to the engine.

Cant find o2 sensor looking for upstream bank 1 any one want to help?

It should be located near the outlet in the rear exhaust manifold, ahead of the converter. The downstream sensor 2 is the one located behind the converter or sometimes in the rear of the converter body.

IT SOUNDS LIKE YOU HAVE A MISFIRE, THE RESON THE LIGHT IS FLASHING IS SO YOU WON'T DRIVE IT. THE FLASHING LATS YOU KNOW THAT YOU ARE GOING TO DAMAGE THE CATALITIC CONVERTER. HAVE THE CODES CHECKED AND THAT SHOULD TELL YOU WHAT CYLINDER IS MISSING.

Catalytic Converters

Yes any mechanic with a code scanner will be able to tell you if one or both are bad. each one has its own code. If it is a front cat then it should be a up stream cat and if it is the one further from the motor then it will be a down stream cat
