If by that you mean that the optical unit doesn't spin and its icon from My Computer doesn't changes to the one of the disk that you put in then the unit is dead, replace it, it can't be fixed.
If by that you mean that the disk doesn't start playing what's on it when you put it in then maybe its Autoplay has been disabled . It's a safety feature that Windows has been getting lately. It should be left like that.
To play whatever is on that disk just open it in My Computer and launch it.
