If by that you mean that the optical unit doesn't spin and its icon from My Computer doesn't changes to the one of the disk that you put in then the unit is dead, replace it, it can't be fixed.
If by that you mean that the disk doesn't start playing what's on it when you put it in then maybe its Autoplay has been disabled . It's a safety feature that Windows has been getting lately. It should be left like that.
To play whatever is on that disk just open it in My Computer and launch it.

Looks like you will have to reinstall windows, unless you have a recovery disc.
If you have the original Windows disc you can reinstall windows.
If you want to keep all your old vids and pics, just put the disc in the drive , then restart your pc, make sure its set to boot from disc drive.
install windows on the same place it is now DONT format the drive if you want to keep stuff, if not format it. if you dont format it will put all your current files into a folder called Windows.old after you get a fress install go to C: and look for windows.old

it sounds like ur disc drive is loose. if you dont get it fixed soon games will start to get stuck in the console. helpful tip when this does happen dont fret when ejecting a disc push down really ******* the console ubove where the disc is at the exact time you push eject and it should come out :)

dont know how to fix your f9 problem but to run your recovery disk throw it you need at least a 2 gig memery stick,flash drive or what ever you want to call it and another com with a disk drive then you need to put the recovery disk onto the flash drive

You need to install the game first. Install the discs in order starting with disc 1. Once you put it in the CD/DVD drive and close it, it should bring up the install screen. When it needs disc 2 and 3, it will prompt you to put them in. If disc 1 does not start installation, then you are most likely missing a disc that would be called "Install Disc". Right, lay your Xbox360 down dont keep it upright, try installing COD4 to your hard drive then once installed go into you game library and click on cod4 and click play from hard drive ( and if you dont know how to install games to the hard drive make sure your xbox isnt on automatic start when a disc is inserted and put the disc in and when it says play cod4 press Y and then click install to hard drive) hope this helped....

Streets won't load
It is possible that in your computer, the disc drive is not the "E:\" drive. For instance, on my computer, the disc drive is the "D:\" drive - you would just substitute the drive letters.

What version of Windows are you running? - it could make a big difference.

Also, you can try double-clicking on "My Computer," and then double-clicking on the disc drive - it will cause the CD to load better than entering in "e:\setup_ST,exe ". Also, check your spelling - there should be a "." (period) in between ST and exe, not a comma.
