The heating grids are burnt out if white sparks were showing.
when ever white shows up refected off steel that is metal burning off in the atmosphere with all carbon from the metal gone. Carbon keeps the metal in a solid strong form until the carbon is burnt out from heat

I bought new wagner model HT3500 a few years ago never used until now pulled it out of the box it does not stay running. is there a call back on them?

I was given a dead HT3500. Holding the power switch down made unit lights rapidly blink and motor start/stop.
However, before starting repair refer to the HT3500 recall notice.
http://www.cpsc.gov/en/Recalls/2009/Wagner-Spray-Tech-Recalls-Heat-Guns-Due-to-Fire-and-Burn-Hazards/

Assuming your gun isn't in recall, the repair involves dis assembly and replacing the 470uF 10V electrolytic capacitor on board (it is a tall cylindercal plastic covered part.) Replaced it with a 470uF 16V rated at 105*C. If you are handy with a pencil solder iron and solder removal tools, it is a 5 minute repair. Any electronics technician or ham radio buff can do this job.

On high pressure it pulsates

First you have to do is try the machine without load. Attach everything as usual but do not attach the lance. Put on machine with water supply already on. If you close the gun the machine should stop. If you open the gun ( always with out lance)....the machine should start sending the water a bit far. If this is OK....then you have a lnance with a faulty, blocked NOZZEL.
NOrmally the machine stops when gun is released because there is a valve (Spill Valve) that actuates a electrical micro switch. This in turn closes off te electric supply...stopping the machine.
If with out lance your problem is still there....then the spill valve is faulty and the machine starts pulsating. AS I first said you must be sure that the nozzel is OK, so that you can blame the Spill Valve. When the spill valve is faulty the machine pulsates at high pressure.
I raely service Spill Valves (Control Valves). I change with a new one. When open the cover using a TORX T15 screw driver....you locate the spill valve where there are 2 wires coming out. Some machines have the spill valve incorporated with the head and the intake and delivery valves unit. This I advize to change with new parts. These all in one heads are very good because at one go you change the spill valve and the other valves in one go.
Therefore in a few words you either have a blocked nozzel...or you have the spill valve faulty.
So I advice again to try the machine with out the lance. If when gun is closed machine stops and stays that way ..it means the spill valve is doing its job. If when putting back the lance and the pressure starts to pulsates...the lance nozzel is faulty and thus causing simptyms on the spill valve. Also try to use machine with a new lance...having a new nozzel.

While thawing ice from rain downspouts, gun shut off. Gun did not get wet. Waited 3 days and gun will not start. Is there a reset anywhere inside gun? Any suggestions? Thank You

Just a wild guess. The heat gun has a thermal cutoff switch just like a hair dryer that will interrupt the voltage when the temperature gets too high. That temperature can get too high if you get the output nozzel too close to the work area and heat builds up inside the gun and operates the thermal switch. Usually the spring loaded thermal switch will return to normal after the switch cools down. apparently not so with your gun. The spring either broke, jamed or the contacts on the switch broke. You can use a multimeter to check this out, or temporarly jumper around the switch to see if it will turn on, but do not leave the jumper on too long as that is sort of dangerous.

Not hot enough

being a digital heat gun i would say that the onboard circuitry is only allowing it to heat up to a lower temperature , for what it would cost to fix its probably cheaper to buy another one but i would stay away from anything digital and try and buy a wagner or bosche if you can but non digital
