you need read first the manual, after you that no is posible, beacuse the original bios can not boot by usb device, no boot usb cdrom, no boot usb flashdrive, no boot usb pendrive. ok
only posible is you edit the bios and agree the optios usb booting, the expecialist make this.

Please try the following
1) Switch on PC
2) Press F12, del or the ESC key to enter setup
3) Go to advanced options and then choose boot options
4) In boot options choose USB peripheral to be set as first boot device
5) Save and exit from the BIOS screen
As the PC restarts make sure the USB flash drive is plugged into the PC

Go to search and type how to create a bootable usb flash drive. And make sure your creating one from a Windows 98 second edition, any other will not work. Just keep that in mind and follow the instructions. In the end, your flash drive will have 3 system files which are COMMAND.COM, IO.SYS, and MSDOS.SYS. Good luck.
You need to configure your system BIOS in order to boot from USB drive. Open BIOS while booting up by pressing DEL key or F2 key when prompted. Look for boot settings or Boot order. Configure it as you need. Enable USB booting. Some older motherboards don't support USB booting.

On the Start menu, navigate to the command prompt entry. Right-click and select Run as administrator.
Type

list disk
Record the disk number of your USB flash drive.
Select the USB disk.
select disk X (X is the drive number of the USB flash drive)
List the current partition. Record the partition number.
list partition
Select the current partition and make it active.
select partition Y (Y is the partition number of the USB flash drive)

Creating bootable USB flash driveDownload Windows 7 iso (32-bit) file to your desktop (The download link is no longer valid).
Download and install WinRAR.
Right-click on the Windows 7 iso file and select Extract files. Extract the files to a folder (you can name the folder any name you want, but for illustration purpose, I name it win-7) in your desktop.
In your command prompt, cd to the windows 7 folder.
cd Desktop/win-7 (Change the destination to the folder that you have extracted)
cd boot
bootsect /nt60 X: (X is the drive latter of your USB drive )
Now, copy all the files from the Windows 7 folder to the USB flash drive.
Reboot the computer. Remember to change the first boot device to your USB drive in the BIOS.
You should be able to install Windows 7 from your USB flash drive now.
