Question about Operating Systems
Software design is independent of the programming language or operating system or hardware (Per definition).
Once you have done a conceptual design (the first thing to do), you should be able to establish whether it is cost effective to "computerise" or "automate" your design.
Since your are talking about a few people (less than a few thousand perhaps), then go for a paper system. It does not necessarily mean that because it is electronic or computerized that it is better !
