If I understand your post right, you have the code but need the procedure on how to input/enter it into the radio. To my understanding, a 1995 Volkswagen Passat would have a non-BOSE unit with or without CD changer controls. It was a premium sound system with anti-theft coding.
Pls try: 1. Power the radio ON till "SAFE" is displayed; 2. Press the AM/FM and SCAN buttons simultaneously till display shows "1000". (In some versions, it is the seek and the two scan buttons); 3. Release the AM/FM and SCAN buttons; 4. Enter your security code using the first four station buttons on the radio; 5. The first button changes the first number of the four digit code; 6. The second button changes the second number and so on and so forth; 7. Once the proper code has been entered press the AM/FM and SCAN buttons at the same time and hold until the radio accepts the code; 8. You have two tries before the system will lock you out for an hour; 9. Should you happen to have a three digit code, pls make the first digit a zero; 10. The first digit can only be 1 or 0 (the 0 will not show up so for a zero, push the button until the 1 disappears).

got me here only ever seen a 4 digit ,try entering the first number with the first NO1 button then you press the am/fm button and it changes and the seconde one flashes then do the same with the NO1 button ,think it may be another button and not the am/fm one ,AFT or something ,just cannot remember as its not the sort of thing i do every day or better still ask in the dealers they will know their own models
IMPORTANT NOTE: You must have the security anti-theft code for your VW radio from the car manufacturer, or from a VW dealer! You can find the radio code at: http://www.radio-code.co.uk/
The sequence of programming for 1995 VW Passat radio is: 1. Push simultaneous "SCAN" and "RDS" keys until on the screen will appear "1000" displayed. 2. Release keys. No more push on "SCAN" and "RDS" keys because otherwise number "1000" will be considered as first safe code attempt. For example: we have the security code "5079". Then: 3. By the no.# 1 key you will set up the first safe code digit. Push 5 times on the no.# 1 button. The "5" number will be setted. 4. By the no.# 2 key you will set up the second safe code digit. Push 10 times on the no.# 2 button. The "0" number will be setted. 5. By the no.# 3 key you will set up the third safe code digit. Push 7 times on the no.# 3 button. The "7" number will be setted. 6. By the no.# 4 key you will set up the four-th safe code digit. Push 9 times on the no.# 4 button. The "9" number will be setted. 7. Then push again simultaneous "SCAN" and "RDS" keys for confirm this safe code. On the screen will be displayed "SAFE" notice. Release keys! For few seconds a radio frequence will be displayed. The radio is now ready for use!
Wiih most radio units....If you have the proper code and have NOT tried
more than 15 times to enter an incorrect code....you should be ok.
Turn OFF ignition switch and remove the key. Switch OFF interior lights. Switch ON Radio unit and SAFE will appear.
Leave everything alone for a period of ONE HOUR. During this time
NO power (no matter how small) should be drawn from the battery.
This is why the interior lights MUST NOT come ON when the door is
opened. Trunk should also remain closed. In the event of any power been
drawn from the battery in this time...You must start all over again.
Radio should after this time return to standard mode...Usually 4
flashing bars. Then enter your code. Dont forget to lock in the code
and all should be fine

well, I don't know, the dealer has all of that info, but if your lucky you can pull the old radio and maybe a previous owner or mechanic was thoughtful enough to write the code on top. Locate the two springloaded tabs on the left and right sides of the face, push them in gently with a knife or flat screwdriver and use them to pull the radio out. Good luck.
