Unplug unit, press power button , plug in, power up.
if it still will not power up .
see that the fan at least jiggles ,saying its trying to startup.

if the fan on the power supply is running and the hard drive is turning you have correct power,

if the fan does **t jiggle at all the (you have to watch closely) then it is dead.

    if it jiggles then.

I would reseat the memory and video card.

if still ** mb post then pull all cards and drive cables ,

leave only one stick of memory and video card and power,

    Reseat the CPU .

if still ** post you have to switch cpu/motherboard/power supply.

if you want to measure voltage on the power supply the yellow is 12 and red is 5v black is gnd.

if you pull the video card does it beep,

if you pull all the memory does it beep .

though some boards have a new bad habit of **t beeping.

I just installed a new power supply - ATX V2.01 Model V-400. Everything works fine, except both my CD rom units do not work. There is power connected, because they open and close, but in my device...

Go to device manager and click on the errors and see if they give you a recommendation. If not, right click on your device and you should see "disable" if you see "enable" click on that and exit. Right click on it again and click on "properties", then click on the driver tab. Click on "update driver", then click on "automatically search for..". Right click on device again and you should see "this device is working properly".

I have many usb devices plugged into my computer, and the computer will not reboot , the power supply is 305 watts

you have a usb hub? try removing it, then rebooting computer- if it re-boots, may be too many usb devices. how many hds and optical (cd/dvd) devices are installed? you can get a 'powered' (wall-wart!) usb hub that doesn't rely on the comp. power supply to supply it. you may want to consider that!
good luck!

I need to know how to reboot my packard bell pc

Under the start menu there should be an option to shut down; restart; sleep. Use the restart option & it will start rebooting. If this does not work then close all your programs and hit ctrl+alt+del twice. This should start a reboot. Hope this helps.

Hp lap top will not reboot, restart nor retore

Sounds like a power supply issue.. Check the mother board for a light when the power is on (some mobos will not have this light). If there is a light, but it does not go on when the power is connected, replace your power supply.

Also, please post the model number of your computer.
