This is happing becuase of your motherboards BIOS ! Really, this happened to me too. You see, our motherboards which are very old cant support above 80 and so on. This is beacuse of the BIOS. You will need to update your BIOS inorder to give new features.
Try go to the Asus home page and download the latest driver for your motherboard. Then install it in your motherboard's BIOS. There is intructions for this in the Asus's home page.

Well that can depend on a number of factors like how much you are willing to pay.
Logon to newegg.com or zipzoomfly.com and search through their motherboards for ones that match your processor. pick one that has the features you want. Im partial to Asus boards so id find one of those that would match that processor. They list which processors will work with them so it really is pretty easy. zipzoom is my personal fav.
You can install up to a max 2 GB RAM and can add a 2nd hard disk
See the following Specs for your computer.
HP Compaq Business d530 Ultra-Slim (Pentium 4 2.8GHz, 256MB RAM, 40GB HDD, XP Pro)
*********** board will support a max of 1GB of RAM. Your processor is an Intel at 1.8 GHz. The preceding is only true if your PC is the Emachines T1840 as you chose in the category listing of your post. Again if that is true, you can achieve the max RAM by installing a 512MB stick in each of the two memory slots. Good luck.
PS: Gdlkn84as528 is correct in assuming that a less than 1.3GHz Intel processor would be a P3 or equivalent processor. So which is it, it can't be both ways?
put hard drive as Master. dvd rw as slave! if DVD comes with sata then just put hard drive as master. configure it on the bios setting! if it still don't detect it try replacing IDE cable and sata cable!
