Be sure you have the correct belt and that it is routed as the manufacturer recommends. Many times it's simply that they gave you a belt that was too big.

I bought it in 2003 neptune dryer and the 3 bar inside the dryer broke and the dryer is not working right . we have to dry them 3 time before they are all dry

Instructions
Things You'll Need:

* Phillips-head screwdriver
* Replacement belt

1. Disconnect the power cord of the Maytag Neptune dryer from the dryer electrical outlet.
2. Open the dryer door, and locate the four screws on the inside lip of the door opening. Use a Phillips-head screwdriver to remove the four screws. This will disconnect the front panel from the shroud assembly.
3. Grab the front panel on each side with your hands. Lift up on the front panel to unhook it from the retaining tabs on the side panels. Remove the front panel, and set it out of your way.
4. Use a Phillips-head screwdriver to remove the four outside perimeter screws that secure the shroud and tumbler front to the dryer cabinet. Pull the shroud and tumbler front away from the tumbler while lifting the top panel partially up.
5. Reach both of your hands underneath each side of the tumbler. Use your left hand to grasp the idler pulley, and pull it to the left while using your right hand to slip the belt off the motor pulley. Pulling the idler pulley to the left releases tension on the belt. You can now slip the belt off the back of the tumbler.
6. Take the old belt with you along with the model number of your dryer to purchase a new belt. Most appliance repair shops will have replacement belts in stock. Make sure that the new belt matches the old one by comparing the two.
7. Slide the new belt over the rear of the tumbler with the ribbed side pointed to the inside. Using both hands under the tumbler, route the belt around the motor pulley and idler pulley. Pull the idler pulley to the left while routing the belt, and carefully allow the idler pulley back to the right to apply tension.
8. Reattach the tumbler front and shroud to the front of the cabinet using the retaining screws. Place the front panel over the side retaining tabs, and push it down to lock it in place.
9. Open the dryer door, and secure the front panel to the shroud using the retaining screws. Close the dryer door, and plug the power cord back into the dryer electrical outlet.

My dryer chirps like a bird. Can I replace the control panel myself? The dryer dries without any problem.

I took my neptune apart yesterday and found that the tension pulley that keeps the belt tight around the drum was making the noise. It looked like the shaft that the pulley turns on was worn some from the pulley being dry. I got some grease from my local parts guy (he gave me some he had recieved from whirlpool) and smeared some on the shaft. Seems like the noise is gone for now. Was not a tough job. I took pictures of the front panel to make sure I put it back on the same as it came off. Hope this helps.

What is small blue plastic wheel?

The small blue wheel, just next to the Motor, is the tension pulley, your belt should go around it, before going around Drum

How does the tumbler belt wrap around motor and tensioner?

First of all disconnect your dryer from power source. Remove the front door.Start from the motor shaft, the top of the belt must lying on the pulley. This is how to do it. Pull the pulley toward the motor shaft and let the top of the belt lying (rest) on the pulley, this will help the pulley to stand firmed and the drum belt will look tighten a bit.
This should solve your problem

make sure the belt is in the groove on back of drum for belt then run belt from left side of drum over and around pulley on motor shaft going clockwise then continue around pulley and run belt toward belt tension pulley the one with the spring on it go counterclockwise around it at this point you will have to pull up on tension pulley to get belt on then realease that should take care of it ed

Replacing belt on dryer

FIRST, OPEN THE DOOR AND REMOVE TWO PHILLIPS HEAD SCREWS ON EACH SIDE OF THE OPENING. TWO GO THROUGH THE HINGES, AND TWO ON THE OPPOSITE SIDE OF THE OPENING. THEN, PULL THE OUTER PANEL FORWARD FROM THE SIDES NEAR THE TOP. IT IS HINGED AT THE BOTTOM. LIFT IT OFF THE HINGE WHEN YOU HAVE THE TOP EDGE PULLED FORWARD. YOU WILL HAVE ABOUT SIX OR EIGHT 5/16 HEX HEAD SCREWS TO REMOVE
AND THE FRONT BULKHEAD WILL THEN COME FORWARD TO REMOVE. AT THIS POINT, THE FRONT OF THE DRUM IS EXPOSED AND YOU CAN SLIP THE NEW BELT ON FROM THE FRONT. PAY CLOSE ATTENTION TO THE DIAGRAM ON THE BAG FOR PROPER ALIGNMENT AROUND THE IDLER AND MOTOR PULLEYS. IT WILL BE EASIER TO INSTALL THE BELT IF YOU LAY IT IN THE GROOVE NEAR THE REAR OF THE DRUM, BUT THAT IS NOT IT'S FINAL RESTING PLACE.
AFTER YOU HAVE THE BELT AROUND THE PULLEYS, REPLACE THE FRONT BULKHEAD WITH FOUR SCREWS, ONE FOR EACH CORNER. MAKE SURE YOU DON'T FOLD OVER THE FELT SEAL AROUND THE FAN HOUSING. SLIDE THE LINT DUCT PORT INSIDE THE FELT SEAL. ONCE THE BULKHEAD IS IN PLACE, PULL THE BELT OUT OF THE GROOVE AND SLIDE IT TOWARD YOU UNTIL IT LAYS ON TOP OF THE MARKS THAT THE OLD BELT LEFT BEHIND.
ROTATE THE DRUM MANUALLY COUNTER CLOCKWISE TO BE SURE THE BELT IS ALIGNED AROUND THE DRUM.
IF IT IS NOT, THE BELT WON'T STAY ON THE PULLEYS.
AFTER YOU ARE SURE IT IS O.K., REASSEMBLE THE REST OF THE DRYER IN REVERSE ORDER.

Changing the drum rollers on a Maytag MDE4000AYW Neptune Dryer..

The instructions above are perfect for most Maytag Dryers, but the Neptune MDE4000AYW is built differently from most. To open it, undo the two screws that run through the door hinges, and remove the door, then undo the two other screws that are on the opposite side of the doorway. With these four screws out, you can lift the front panel UP and out. Make sure you unplug the dryer first :-)
