Undoutably the SMPSU (Switched Mode Power Supply) is faulty.. This will be a shop job... ensure you get a firm "Quote" and explanation B4 allowing it to be fixed.

If you know what you are doing, and you have a good (de)solderstation, you can repaire it yourself, but you don't know if it for sure the transformer. since you did not find the problem yourself, suppose you replace the transformer and your TV does not work !? Even when you repair it yourself, the repair guy shall charge you the cost for his time (I don't know the exact english word for his time checking the TV). And I suppose there is a warranty for his repair. So...

Your local TV repair guy should be able to go in and recharge the picture tube. Just had mine done for about $165 and it looks good as new (and this was on a KV-32s22 that we picked up at a yard sale). Well worth it.

I know this isn't what you want to hear, but the problem you've described can't be fixed with troubleshooting. Your TV will have to be repaired. There is a part that has developed a defect and needs to be replaced. If you're still in warranty, the TV will be repaired at no charge to you. The warranty would likely be at least one year from the date of purchase from the manufacturer. If you purchased an extended service plan they will repair the TV at no charge as well.
If the TV is no longer in warranty, it will likely cost a minimum of $150 parts and labor. This is assuming that you only need one circuit board or small part. If the problem is more than one of the circuit boards, the price of repair could go much higher.
