You do not put water in the base. Just put your ingredients in the crock part and whatever liquid the receipe calls for. you can probably find the instruction manual on crockpot.com or call and ask them to send one.
try holding the reset button down, plugging it in, and then releasing it after maybe 5-10 sec.
if your familiar with computers.... try repeatedly pushing the reset button as you plug it in... kind of a total reset
other than that it sounds like a glitch.... how long have you had it.... Mmm, consider calling the company and explaining complete mechanical failure. Hey, you never know if you don't try. Happy Holidays... best of luck
contact the customer service department and ask for help, they will know how to clean it and be able to advise on the safety issue as well should it overflow again when in use
