Those are actually the settings in the router, not the 360. You need to open the ports for the 360 on the router itself. Look at the router manufacturers website for more info on how to accomplish this
You do not have the proper ports forwarded in your router.

if you have a restricted NAT then you will not be able to connect to others that have a strict or moderate NAT this happens to me. to find out if this is your problem you need to test your connection and it will come up with it on the analysis. to fix this you need to change your router setting via your PC to switch the NAT to open then it should work
