I have an A310, and really like the quality of the pictures and videos it takes. But what you describe is not unusual for this particular model camera. Lag between shots in bright sunlight is usually minimal, but may be very pronounced in darker conditions. It's caused by inefficient and slow charging of the camera's flash capacitor.

There's nothing you can do to modify the design of the camera to change this. But you can try to minimize this some by using batteries with higher power rating. Alkaline batteries will not work very well in this camera, even if brand new. Would instead recommend that you consider rechargeable NiMH batteries. They run about $7 these days for a package of four. But they'll save you big bucks in the long run. Look on the package for power rating of 2,500mah or better.

My olympus tg 310 is stuck with the lens open and won't come on at all even when a fresh battery is installed

If the camera is within warranty, return it to where you bought it. Common fault with a few different brands, to do with a lens open sensor within the lens assembly itself. Maybe allow the camera to dischage without the battery for a few hours and see does it power on with a new battery. Also chack the battery, if it has bubbled it a dud, and check the battery contacts within the battery compartment.

Canon a590 always low battery with new battey

Don't use regular alkaline batteries (even though you can...) It's a pain to splurge for the more expensive lithium or photo-specific batteries, but they do last. I take A LOT of pictures with my A590, and can usually get several hundred shots out of a set of good batteries. Try Energizer's web site for a coupon, sometimes they have them available.

Takes a long time to focus / take a picture

According to your description, I would like to assume that your camera takes 9 seconds to get the flash ready, not to focus. If it is the focus problem, you need to send the camera for realignment or to replace the lens.
Here is my suggestion:
Try to disable the flash. Does it still take 9 seconds to take picture? If the answer is ‘no’, then try to use fully charged batteries or new batteries to reduce the flash charging time.
If you have a ‘batteries drain quickly’ issue as well, this tip may help: Why my camera keeps saying ‘change battery’ even with new batteries?

Low battery warning

What type of batteries did you buy?

For digital cameras, you want to use batteries with high milliamp hour (mah) rating: "2500 mah" if they are rechargeable.

If you bought regular batteries, you want to use good quality. Look for the "e2" or "better for digital equipment" type.

Does the camera have a DC power plug option? Try taking pictures with it plugged in if it does. If it still malfunctions with power right from the wall, then you bought a bad camera.
