You can try to download and install the latest version of BlackBerry Desktop Manager software from: https://www.blackberry.com/Downloads/contactFormPreload.do?code=A8BAA56554F96369AB93E4F3BB068C22&dl=DA5FB46338C8C0DCB1039F7898184FC5 Once installed, connect your BlackBerry to your computer via the USB sync cable. Open Desktop Manager, and click the Application Loader. On the right, you will see Update your device software. Click the Start Button, and if your BlackBerry is not on the latest Handheld Software, an update will appear. Select the update, and run the install. Be sure to select the option that backs up and restores your data. Once started, do not shut down your computer, or disconnect the USB sync cable as this could damage the device. Once completed, your BlackBerry will restart and you will have the latest version available. This version has been known to correct various issues.
go to the advanced option in your blackberry device manager, open the .ipd file he has as a backup, then select the file within the .ipd labeled "service books" load only that software and allow it to reboot. then log into your bis email account on a computer and inside your blackberry bis email account there should be a tab call service books, select this to transfer your new service books to your phone and have them reinstall. after that you should be go. be sure to pull the battery afterwards and allow it to completley reboot. if this still does not work check your tcp settings against what your service provider says it should be! please let me know if this works because i have more solutions but it requires a crack to do it and youll need a step by step!
Try to reset using the doing these firstly just the soft reset if that doesn't solve the issue complete all these steps.

Contact Cingular if the Sim is locked. Only they can unlock the phone legally IF they locked it. If you locked it and forgot, I would still suggest calling them about it. Doing anything on your own with this problem could void warrenties and insurances you have on the phone. You could also lose service if you do it yourself.
