Proscan is owned by RCA, but they have very little support for that product any more. RCA created another company to deal with the product it is http://www.oncorpus.com/ They may have support for your TV set.
The chassis number is CTC169CG5 (This may help you find service data) since this same chassis is used in RCA models.
Any shop servicing RCAs should be able to find this chassis number and provide service to you, if RCA or Thomson Electronics is non-responsive to you.
Click on "publications ordering" (in the list on the lefthand side of the homepage) Click the box for service information. Enter the model number (or click the chassis button and enter the chassis number).
In the list of documents you can purchase for $40 ESIATC32X -- the service manual on CD for your set.
This disk will have the info you need.
If you do decide to purchase it (and I highly reccommend you do so), send me the alignment chapter and I would be happy to post it for others who have the same set on my homepage.
The F25261TX3 is a 25 inch set that uses the CTC185 series chassis. The 2 most common causes for the set not turning on are a corrupt EPROM and a bad regulator or resistor in the main power supply. This is also the chassis notorious for cracks on the shields around the tuner and microprocessor which causses the EPROM to go corrupt. These are relatively easy and simple things to correct, but the set should be serviced and modified by a qualified tech familiar with that RCA chassis.
This might be a simple problem or a more involved one and for that you will need the service manual to check different voltages,is good you are somehow familiar with electronic servicing, first you need to remove the back cover and reconect just the cable signal and the power cord, make sure the chassis is seated properly in whats left of the front cabinet then turn the set on and scan for channels if you still see no picture tap lightly with handle (not Metal)of a screwdriver in the chassis to see if the set reacts to your tapping if it does you will be looking for a loose conection and should be easier but if the set does not react you will need to order the service manual from http://www.servicemanuals.net/ ,in there you go to service manuals and put the model number, they will give you a price.
Once you get the service manual you need to check the voltages to the signal processor IC to see if they are there specially the B+ supply to this IC.Let Us know if you have any more questions.
