Inert Windows disk to boot it up and access it in safe mode, remove all unnecessary program, clean it using Reginout cleaner. Hope it would help. Thanks

Hmmm..not a happy machine at all..
try to boot from install disc, and you MAY need to reinstall operating system, assuming that the drive is not compromised.
