95 percent of the time that is a phone line issue.
If there is more than one item on that line, it can be an issue.
I will throw out everything since I am not there.
A DSL or digital phone line can cause that problem. The majority of fax machines still require an analogue phone line.
Make sure that Junk Fax is off, secure fax is off, and that the ECM mode is ON. ECM is error correction mode.
Also be sure manual receive is not turned on.
I strongly suspect a phone line issue. I will explaine.
There are 3 phone line conditions that have to be correct for a fax machine to pick up. 1 is the phone line voltage, 2 is the phone line current, 3 is what is called decibel loss.
The reason you can send and call out on the line is that you manually turn "on" the phone line when you pick up the phone or when you select send on a fax, it is manually switching a relay to connect to the phone line.
When you are receiving you need the correct signal level to activate the fax. Think of how it is when your TV/VCR remote has weak batteries. You press the button and sometimes it works most of the time it doesn't. The volatge on the battery will still read 1.5 volts, but you dont have enough current draw or wattage to get the proper signal to change channels or turn the sound up and down. Same concept. But when you walk up to the TV/VCD you push the buttons it works fine. Very same concept.
