Try left alt and shift key together. If that does not work go to control panel then region and language settlings then keyboard options. One of the tabs in there should tell you what keys you have to enter to switch languages.

When I strike the apostrophe, quotation marks (or double appostrophe)appear. When I Shift + apostrophe, double quotations appear. Same thing happens with the tilde key. So far just these 2 keys...

Sounds like a defective keyboard. I seen issues when pressing a button it will trigger another key to be pushed or nothign displays at all. Try replacing keyboard since they are relatively cheap. othersie maybe a software issue

How do I convert from decimal degrees to degrees, minutes, and seconds?

You have a key, the label of which is the degree sign, the apostrophe and the double quotation mark. It is located between the change sign key (-) and the [HYP] key.

To enter an angle with degrees, minutes and seconds you use the key to separate between numbers
Ex: 18 deg 0' 45" you press 18 [Deg ' "] 0 [Deg ' "]45 [Deg ' "] [=] As you type the calculator displays 18 deg 0 deg 45 deg but the result will show correctly. You have to press the key after the seconds figure, otherwise you get a syntax error.

While the foregoing result is still in answer memory, if you press the [Deg ' "] key the result will be displayed in decimal degrees.

The key is used to enter the DMS values and also to toggle between DMS and D.D.

It seems likely that you touched the CTRL key while pressing the apostrophe key, which creates a shortcut to an accented letter eg CTRL+',e will give ?.

Try Ctrl + e again to see if it goes away..cheers

Cannot get apostrophes or question marks

I just figured this out. Hold down your left shift key, then press CTRL. It may take a couple of times for it to work, but it will eventually.

Messed up keys

try hitting the left alt and the left shift button together, then try it out by pressing shift question mark. I had the exact same problem and i think you can alternate between french and english keys by hitting these two buttons together.
