does the trigger feel like it is doing anything? if not you may find that your handle lever guard is broke and needs to be replaced. this is the plastic piece at the top of your handle and can be removed by taking out the screw. if this isnt it let me know.
Press the handle release kick-button with your foot, extend the handle all of the way back, and take a look at the gap between the base of the unit and the handle/reseviour assembly. You should see several black hoses attached to the base and running up into the handle assembly. One of them (the dirty water return hose) might be cracked. Turns out that might be a common problem with this model. We had the same problem.
Judging by the interference between the vacuum hose and the "dirty water return" hose, there is NO WAY those two hoses can exist together in that housing without causing the dirty water return hose to stress. It certainly cannot last for many full bends of the handle.
We opted to not repair our unit, but you might be able to do it yourself for the cost of the part and several hours of your time. Otherwise, seek out your certified Hoover repair center for more info.
UPDATE: I McGuyverized it myself with a dremel cutoff tool, some vinyl tubing, some 2-part epoxy, and a lot of faith. It sure isn't pretty, but it sucks again. :)

Posted by castcomm on May 29, 2008 How do you dismantle handle to replace aforementioned hose? Swing arm on unit goes all the way to the floor. Is this normal? Is there a "stop" broken that caused the hose to stretch, and ultimately break? Hello, I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure.Hoover SteamVac Carpet / Upholstery Deep Carpet Cleaner. There are handle screws that you can get into the handle and then you can back track the replace the interior hose for the cleaning attachment. There should not be a stop that caused the hose to stretch ad break. The hoses after a while do get old crack and break due from normal use or if the bend @ sharp angles, this is common among all vinyl vacuum cleaner hoses.
