IS IT EXPIRED

You have to locate the manufactuer date on the base or back of the carseat. Manucaturers are required to put this information so parents can see when it was made and not use it past the 4 year window. You can also consult most 2nd hand kids stores, they are very careful not to resell any child safety equipment past the date.

I have a car seat and need to find out if its been recalled.. its cosco model # 22-120-pol lisence number # 15c052768

I don't see that your car seat was recalled (I checked on their website, http://www.coscojuvenile.com/usa/eng/Safety-Notices?lookuperror=22120), but here's what I did find on the SafetyBeltSafe USA web page:

Problem with your carseat:
Harness webbing may be damaged if it slides over pointed guides on bottom of pastic shell. Keep webbing behind guides.

Solution:
If damaged, call Dorel for replacement harness and instruction for keeping webbing in correct position.

Converting to a booster do i remove the base

The base is what makes it a booster seat. Some seats the back is removed but if yours is the one in the picture, it looks like you have a belt positioning booster seat (much better than a regular booster). You would remove the harness straps completely and place the automobile's seatbelt through the appropriate slots on the side of the carseat up by the shoulder/head and feed it across your child rather than through the seat. For best use, look in your owner's manual for instructions. If you no longer have it, generally you can download one on-line from the manufacturer at no charge.

You can call the manufacturer, Dorel Juvenile Group, at (800) 219-0509, and they will advise you what to do. A carseat with twisted straps is not safe, especiallyif they involve the harness.

Make sure you also check www.carseat.org/recalls to see if your AOE is one of the ones recalled for harness issues; if so, the Dorel Juvenile Group will send you a free repair kit.
