Re: how can i change the language on computer
Go into your control panel and select Regional And Language Options. Go through the tabs and set them all to the desired language and location (I'm assuming English : United States, but if not set it to what you want). Also, you may want to click on the Details... button on the Languages tab, add the required keyboard layout and remove the old ones which you don't want.

when restarting ur computer before the windows display try to press the f9 or f10 key depending on your own system..you will find the system configuration there and then click on language to change to ur desired language..but if you were unable to see the english languauge option, then you have to install a new operating system to it..simply because it was installed with a french OS...
The method used depends on the version of Windows you are running.
You can right click on the task bar (where the running programs are shown along with the start button) and choose Toolbars... ' Language Bar. The language bar will now be shown, and you can click this, choose settings ' Add... and choose English.
If the language bar option is not available, and you are running Windows XP, open control panel and choose "Options régionales et linguistiques". From here, choose the second tab and down at the bottom there is an option to change to English. It will ask you to logout (it may be in French) so click OK and when you log back in you should be set to English. If you are using Windows Vista or Windows 7, open control panel and choose "Options régionales et linguistiques". From here, choose the third tab and there is a button to install/uninstall languages. Please post back if you have more questions.
You said "I have not fully completed the initial set up.." So finish the setup and once complete you can change the settings by clicking Start -> Control Panel->Regional and Language settings, and selecting English.(you may be required to download addition language packs)
Open Regional and Language Options by clicking the Start button, clicking Control Panel, clicking Clock, Language, and Region and then clicking Regional and Language Options. Click the Keyboards and Languages tab. Under Display language, choose a language from the list, and then click OK.
Obviously you'll have to work out the French equivalents of the options but should be fairly obvious
