Make sure it has a good charge on it (plug it in to the home or car charger for a few hours) then turn it on after its charged good, then find reset button,the little hole on the left side at the bottom and insert a paper clip and gently push the reset...
the gps will then reset it self..let it boot up till it wont go any further. if theres nothing wrong with the firmware, it will eventually go past the warning screen on its own.
if that fail, let me know and ill help you update it, but it might have a bad digitizer (thats the part over top of the lcd screen that senses touch)
